Google has announced measures to shame developers of apps that significantly drain your device's battery. With that said, it does want to help and explained how developers can fix their apps.

Yeah, doubt that.

Google will use that premise to shame apps that don’t use their ecosystem, eg their push services so they can read your notifications.
