The Democrats were intentionally ambiguous and that’s their cover and what make their baiting President Trump into a reaction such a brilliant move. The result may be propelling someone like Senator Kelly into a presidential contender if the administration attempts malicious prosecution against him.

Each of these members of Congress should simply tell them to fuck off. If they do not fuck off, ask if they are under arrest or being detained etc, and if not then repeat the instruction for them to fuck off. This should generally work better for a member of Congress than it might for an average citizen.
